La ratification des conventions et accords internationaux nécessite une appréciation pertinente en amont, en vue de s’assurer de leur concordance avec l’ordonnancement juridique interne. C’est dans cette logique que le Bénin a décidé de mettre en place un comité chargé de l’examen et de l’étude préalables des conventions et accords internationaux.
Selon les autorités béninoises, cette précaution vise également à vérifier leur compatibilité avec les objectifs de développement national et de rayonnement de notre pays au plan international.
C’est pourquoi, rapporte le compte rendu du conseil des ministres, le présent comité est institué sous l’autorité du garde sceaux, ministre de la justice et de la législation, qui veillera à son bon fonctionnement. Celui-ci aura notamment pour attributions, de tenir à jour une base de données des conventions et accords internationaux déjà ratifiés par notre pays.
Par ailleurs, il permettra de faire une prospection objective des accords et conventions présentant un intérêt certain pour le Bénin.
