Accusé sans preuve d’être en campagne électorale précoce déguisée sous le couvert d’une tournée nationale de reddition de compte, le Président de la République, Patrice Talon, a répondu aux opposants. Sa réponse intervenue ce 20 novembre 2020 à Bantè n’est pas orale. Le Chef de l’État, Patrice Talon a plutôt adopté une posture de vérité qui, à priori, peut faire déchanter les populations de Bantè suite à une demande qui leur tenait à coeur. À Bantè, le maire Laourou Babalekon a, au nom des populations, demandé au Président de la République de faire tout ce qui est en son pouvoir pour favoriser le retour au pays de Komi Koutché, natif de la commune. L’ex-ministre des finances, Komi Koutché qui vit depuis presque 5 ans aux États-Unis a été condamné à 20 ans de prison dans une affaire de malversation financière alors qu’il était le directeur général du Fonds national de micro finance (2008-2013). À cette demande du maire, Patrice Talon a répondu.
« La justice lui a demandé de rendre compte de certaines choses qu’on a vu, quand il gérait la micro-finance, qui est un instrument si important pour le Bénin, pour les jeunes, pour les femmes notamment, le Fonds national de micro finance (Fnm) », a répondu le président Patrice Talon. « Pourquoi voulez-vous que des douaniers aient été radiés, soient en prison, que des directeurs de sociétés soient devant la justice, que des maires, l’ancien maire de Cotonou, grande ville, soit appelé devant la justice, parce qu’on a vu des choses, des trous importants, qu’un directeur des impôts soit devant la justice, que parce que quelqu’un est mon ami, ou parce qu’il est notre frère, qu’on lui demande de répondre, et qu’il refuse de répondre, qu’il parte à l’étranger, et que la requête soit M. le président, il faut faire revenir Komi Koutché au pays », a demandé le patron de l’Exécutif béninois au collège des sages notables, élus communaux et délégués des associations de développement. « Mais ma volonté, ma prière, mon choix est qu’il revienne pour répondre de ce qu’il a fait. Si c’est à tort, il sera blanchi », a déclaré le Président de la République. Cette réponse sèche mais véridique du Président de la République porte en elle des germes de choc. Patrice Talon sait que cette réponse peut susciter une certaine gêne au sein de son auditoire constitué de personnes liées par des relations familiales à l’ex-ministre Komi Koutché. Mais le Président a pris la responsabilité de dire la vérité. À aucun moment sa voix n’a été ébranlée. Fixant droit dans les yeux les délégués de Bantè venus l’écouter, il n’a laissé aucun mot confus ou limpide pouvant faire croire qu’il fera tout ce qui est en son pouvoir pour favoriser le retour au pays de Komi Koutché, le natif de Bantè. Sa réponse a été d’indiquer le chemin de la justice à ceux à qui on reproche des faits de prévarication de deniers publics. Puis, Patrice Talon est reparti de Bantè dans l’espérance que les populations ont compris ce langage de vérité qui peut choquer les demandeurs de faveur. Ce langage de vérité qui a pu frustrer ou qui a pu ne pas être compris témoigne que le Président Patrice Talon n’est pas dans une opération de charme. Il n’est pas en quête de popularité ou d’un électorat pour briguer un second mandat. Dans une posture de politicien charmeur voulant des voix à une élection, Patrice Talon qui sait qu’il est chez le principal mis en cause ( Komi Koutché) n’aurait pas eu les mots aussi durs pour répondre à la demande du maire de Bantè. À défaut d’accéder à la demande, il aurait tout au moins fait des promesses démagogiques ou tenir un discours séducteur qui laisserait des espoirs. Mais Patrice Talon est resté droit dans ses bottes. À travers un communiqué en date du 21 novembre, le parti Les Démocrates (opposition), soutient qu’au ” regard de la période choisie (pour la tournée nationale, Ndlr) et des propos qu’il tient sur le terrain” Patrice Talon serait entrain de réaliser ” un sondage d’opinion et un test de popularité en prévision des élections présidentielles de 2021″. Mais le langage de vérité du Président Talon ne serait-ce que à Bantè sur le dossier Koutché est un indicateur sur le faux procès des opposants; eux qui cherchent coûte que coûte à faire un lien entre la tournée nationale de reddition de compte et la présidentielle de 2021.
